Identify the decision you need
A foreign qualification can be used in Italy for several different purposes: admission to further study, access to a regulated profession, an employment assessment or an immigration application. These purposes can involve different authorities and documents. The Italian Ministry of Foreign Affairs explains that a Declaration of Value is an informative document, not recognition of the qualification itself. Start by identifying the actual decision needed rather than requesting every certificate that appears in an online discussion.
Write down who will assess the qualification and why. A university may need evidence of eligibility for a specific programme, while a professional authority may need a separate recognition process before the holder can practise. A consulate assessing a visa has another task. Completing one process should not be presented as automatically completing the others. This simple distinction can prevent substantial expense on documents that do not address the receiving institution's question.
Understand the Declaration of Value
The Ministry describes the Declaration of Value as information issued by the competent Italian diplomatic or consular representation about a qualification obtained within its jurisdiction. It can explain the issuing institution, the level and duration of study, entry requirements and the qualification's standing in its country of origin. Those details help the relevant Italian institution evaluate the record. The declaration does not itself convert a foreign degree into an Italian degree or grant a professional licence.
Consider it part of an evidence package rather than an approval certificate. When requesting one, explain the intended use accurately and follow the competent mission's instructions. If a university or professional body specifies a particular alternative or additional assessment, clarify that requirement with the receiving institution. Do not assume that a document accepted by a different university for a different programme will necessarily answer the current request without further review.
Establish the correct consular jurisdiction
The relevant consular office for qualification documents may depend on where the qualification was awarded, not simply where the applicant currently lives. Official consular guidance, such as the London Declaration of Value FAQ, illustrates territorial divisions within a country. Check the current responsibility before sending originals or paying for document services. A person who studied in more than one country may need to deal with more than one issuing or consular authority.
Create a qualification history showing each institution, awarding body, country, study period and credential. Franchise arrangements, international campuses or distance-learning programmes can make the awarding institution less obvious than the teaching location. Ask the competent office how it treats that situation rather than choosing an office by convenience. The aim is to obtain information from the authority able to assess the actual qualification, with a clear record of how the applicant's education was structured.
Prepare a complete academic record
Before ordering translations or authentication, confirm which records the receiving procedure needs. A degree certificate may not show course duration, subjects or entry requirements, so transcripts or other institutional records can be relevant. Obtain the correct official versions and inspect names, dates and programme details. If the institution has changed its name or a record contains an error, request an appropriate explanation or correction rather than leaving the Italian recipient to reconcile the discrepancy unaided.
Follow the competent consulate's requirements for authentication and translation, which can depend on the country and document. Keep originals, certified copies and translated versions linked. Do not ask a translator to silently convert a grade into an Italian equivalent or replace an unfamiliar qualification title with a supposedly comparable one. The evaluation belongs to the responsible institution. A faithful translation and clear information about the original system are more useful than an unofficial equivalence inserted into the record.
Coordinate university and professional processes
For study, contact the Italian institution about its qualification assessment and any Universitaly or pre-enrolment steps that apply. The Ministry's study FAQ distinguishes the informational role of the Declaration of Value from the decisions of educational institutions. Admission or a qualification assessment does not remove the need to meet the relevant visa requirements. Plan the academic and immigration calendars together so that a document needed for one stage is not overlooked while the other progresses.
For a regulated profession, identify the competent recognition authority and the conditions for practising. An employer's willingness to hire is not necessarily a substitute for professional authorisation. Additional language, training or other requirements may need to be assessed under the relevant profession's rules. Avoid treating the broad word recognition as one universal service: academic admission, professional access and immigration evidence can involve different questions, outcomes and rights even when they concern the same original diploma.
Keep the outcome and its limits clear
When an institution issues a decision, save the complete document and read what it actually authorises. It may be limited to admission to a programme or another stated purpose. Preserve the supporting qualification records for later use, while checking whether a future procedure requires updated or different evidence. A document index should identify the original credential, translation, consular declaration and any separate recognition decision so that they are not accidentally described as interchangeable.

Use those resources alongside the instructions of the receiving university or professional authority. The most efficient preparation begins with the intended use, identifies the competent decision-maker and obtains the evidence that body requests. A Declaration of Value can be valuable information within that process, but understanding its limits is essential to planning study, employment and immigration accurately.
